Fred Harris Howard II

Fred Harris Howard II, 82, died Jan. 14. He taught at the Kansas Law Enforcement Training Center before becoming chief of police in Topeka. He is survived by his wife, Beverly; two daughters; daughter-in-law; seven grandchildren; and two great-grandchildren. A memorial has been established with the Kansas Law Enforcement Officers Memorial Restoration Project. Gifts may be sent in care of Roberts-Blue-Barnett Funeral Home, PO Box 175, Emporia, KS 66801.
