The answer: The tubes protruding from the ground in front of Spooner hold fiber-optic cables — for high-speed electronic communications — that were displaced by the work to upgrade the steam tunnels under Jayhawk Boulevard and 14th Street. Once a new fiber-optic cable tunnel is completed down 14th Street to serve the scholarships halls, the Spooner tubes will be removed.
