edge Internet services at KU contributed greatly to the state’s No. 1 ranking in higher education technology by Government Technology magazine. Overall, the Kansas state government finished second for information technology.

Congress chartered the National Academy of Public Administration, an independent, nonpartisan organization, to help federal, state and local governments improve their effectiveness, efficiency and accountability. Federal agencies, Congress, state and local governments, and education and philanthropic institutions frequently seek the academy’s assistance in addressing both short-term and long-term challenges — including budgeting and finance, alternative corporate structures, performance measurement, human resources management, information technology, devolution, strategic planning and managing for results.
The academy’s most distinctive feature is its membership of 480 fellows: current and former Cabinet officers, members of Congress, governors, mayors, legislators, diplomats, business executives, public managers and scholars. Fellows elect new members of the academy each year. The principal criterion for selection is a sustained contribution to the field of public administration through public service or scholarship.
Other fellows from Kansas are Barbara Romzek, professor of public administration at KU; John Nalbandian, professor of public administration at KU; H. George Frederickson, distinguished professor of public administration at KU; and Johnson County administrator Eugene Denton.
A native of Independence, Mo., Goodyear joined KU in 1996. She was named associate vice chancellor for information services in 1998 and promoted to her current position in 1999.
She previously was associate director of libraries at Texas A&M University, where she led the technical implementation of the TexShare Cooperative Program, which connected 52 public academic libraries in the state.
She earned a doctoral degree in public administration from the University of Colorado-Denver and master’s degrees in public administration and library and information science from the University of Missouri.
